Display FPS now Display Effects

For the longest time was unable to get the Display FPS option to remain on after a restart of the client. Finally learned about system.cfg editor and took care of that issue.

Now I have the same problem with the Display effects for: option. It will not stay on the setting for all and continually reverts back to self after the client restart.

Does anyone know the command line to place into the system.cfg file that will change the Display affects option to ALL?
