Maximize FPS Help Please

So I've been having issues for months with FPS issues in EB and DD and other instances and I can't figure out why.... I replaced my HD with a SSD and it seemed to help a little but still not what I use to be getting.... I use to average always a FPS of around 30-45+ no matter what, even while doing Sieges without using Shift+F12 and having all my graphics options turned all the way up, however now whenever I run EB/DD or any other 12+ man instance my FPS drops to single digits even after turning my grahpics ingame down to the bare minimum....

My current rig is this:

GPU: Geforce GT 640 (Thinking of upgrading to a GTX 960 2GB GDDR5)
CPU: Intel Core i5 3350P @ 3.10Ghz
Memory: 8 GB Ram
Resolution: 1440x900 @ 75Hz
OS: Windows 7 64 bit
PS: CORSAIR CX series CX500 500W
Hard-drive: Samsung SSD 850 Evo 500gig

Is there any suggestions anyone can give that can help me with this issue?
