Questions about damage reduction

Okay so I am a level 65 Gunslinger. I have some Eternal Blood Mark gear, 6 pieces. I have 2 or 3 pieces of level 60 Eternal (I think) Crucible gear.

My problem is that when I do into the 3v3 Crucible PvP instance I seem to be doing way reduced damage to everyone. I know that after everyone spawns they get a buff, and I believe that reduces the damage that can be done to them, but this happens all the time. I am new to PvP in this game, but I did take the time to look at the buffs on one of the players I was attacking, and they did not have a fireproof scroll used, and I was using Gunshot VI, which is a Fire magic ability. My shots were hitting for about 75, whereas if I attack a regular monster they start out at about 170 something. So what gives? This happened vs an Assassin 1v1 and then also in 3v3. 1v1 I hadn't killed him/her at all yet my damage was always very reduced, and the same story in 3v3. In 3v3 it was not an assassin it was a Bard of some sort, I believe. I don't think our team was killing anyone, so I don't think anyone could have had that particular buff. What am I missing?
