Trouble with downloading/updating

Hey. So I factory reset my computer recently, and I'm having some trouble downloading and updating aion. When I go to update, it looks like this and stays at 0 or 2%

it stays at 0 or 2% like that for quite a while (I haven't timed it, but probably over 30 mins) before this message pops up.


I feel like I've tried everything, I've followed the directions on the error message and on the page for error E02018. (which are to close out of 3rd part processes, connect to Ethernet, and then contact tech support with game adviser results) Tech support blamed my internet and told me to contact my isp who then blamed the game.
I've restarted the launcher, the computer and the router, disabled antivirus (except norton. I couldn't figure out how to disable that so I uninstalled it with iobit uninstaller just to be extra sure) uninstalled and re-downloaded aion, and tried to delete the file on the bottom of the error message but I can't find it? I read someone got results by running hotspot shield while trying to update so I even tried that with no luck.
I was wondering if anyone here had any suggestions?
