[Update Error] Cannot Download File: E02018

The first thing that went wrong was for the past few days, every time I have tried to tune an item, whether it be in a resting pose, fighting stance, or just standing there normally, the game will instantly freeze and go unresponsive. I have seen many, and I emphasize "many", topics on the forums about this and nothing has been said from any staff about a fix. Anyway, it started with that. Since then, I have been trying to patch the new update into my client. The launcher downloads the whole patch but when it gets to the Repair Files portion, it freezes on 1b/22b and doesn't respond. Sometimes it also freezes and closes itself down without an explanation. But most of the time it gives me a message about not being able to download a certain file. I have deleted the whole patch and tried to redownload it that way. I've deleted the file in question. I've even uninstalled and reinstalled the whole game itself, including going to the game directory and deleting leftover files by hand. And yet even after downloading what my launcher says is 32.0gb of data it freezes on one particular file. All of this is also done with my ethernet cable connected directly to my port to reduce interference with my router and even disabled my Anti-Virus and firewall completely to try and fix this. But nothing seems to work. Included are 1 screenshot of the message the launcher gives me (the message is always the same no matter the circumstance).

I hope someone on here can help me in this case, Because all support will say is:
"Upon reviewing your system specifications, we found that your PC does not meet the minimum specifications to play Aion as intended. Specifically, your system's Mobile Intel(R) 4 Series Express Chipset does not conform to the required minimum specifications.

Note: Due to potential changes, system requirements may change over time and you may be required to upgrade your current system (or obtain a new system) to continue to play the game.

I am sorry but we are not able to provide support for any system which does not at least meet those requirements, this is the entire reason we have those requirements in place as issues are expected to occur if you don't meet them.

So what I get from this whole discussion is that since my computer is barely under the game's standards(even though playing the game is no problem for me and doesn't lag at all), they refuse to even assist in the download of a single f**king file. Some support i say.
