graphics errors and slow loading

I've seen a few people have posted before having this issue but never found a solution to it, a couple weeks back i traded out my laptop (HP envy DV6) for this desktop ive got. They are pretty comparable in hardware

the laptop had an intel quadcore with an nvidia gt650m 2gb GPU and 8gb ram, 1tb hdd.. it ran the game fine, not on highest settings but gameplay was nice and smooth on win 8.1


now to the desktops hardware
AMD-A8 3.60ghz 4core
Asus R7-260x 2gb GPU
8gb G skill ram
500w PS
and a smaller 250gb x7200rpm HDD
running windows 8.1

I'm having serious issues with graphics related issues, for one- mobs, NPC's and other players take a long time to load when I enter an area, usually the worst time being i first log on.
And I am having some sort of gpu freak out in game as well (screen shots to show), I dont know what to call it because Im relatively new in gaming PC's but sometimes the errors come from my character (the animation on my bow for instance) or from other players. It's like the error will stem from one player or area of the map and move to my entire screen with flashes and craziness.

I also play Arma 3 and Farcry 4 on this pc on high settings and have barely any issues, (although sometimes i experience the same type of issue, far less often though)


Sorry I cant explain it in more technical terminology but here is what's going on. any ideas??
I have updated all my microsoft updates countless times, I have updated my graphics drivers (i had the same problem before update), I have defragged my hard drive and freed up more space and did a disk cleanup, also removed old windows partition/downloads.. I've ran Ccleaner several times, set my computer between performance and quality modes, as well as turned on my CPU over clock, tried changing my graphics settings in the game as well as switched from the "high" graphics setting down to "default", still the same problems... It's definently improved from what it was when i first got the PC, but its still not as smooth as my laptop was which doesnt make sense. I went to the "can you run it" site and my desktop is in the 90th percentile for minimum requirements for this game, whereas my laptop was close but not quite as high.










any info is appreciated and i apologize for kinda being all over the place with my description, I'm extremely frustrated with this thing so far.
