Why are pug groups so bad at pvp?

I don't just mean undergeared players either. Somewhere along the line it's become acceptable to mark 1,2,3 etc. Have the group focus attack those marks in hope of bursting down an important target such as Cleric/SM.

But, for example, if you mark a cleric "1" and it pops its Impervious Veil or is Bodyguarded by a Templar what you have is 6 people focusing a target that can't be killed within a reasonable timeframe and the result if they get picked off. Same goes for marking SM "1" when they pop Spirit Substiution.

But actually the worst thing the person responsible for marking can do is mark the cleric "1" and then later change the mark if you fail to burst down the cleric the first time. Because Impervious Veil and Spirit Substitution have very long cooldowns. Meaning if you fail to kill the cleric/sm the first time doesn't necessarily mean you'll fail on the second attempt. Now if you fail on the second attempt now it's time to consider focusing a different target as "1".

I think Impervious Veil doesn't block magic attacks so if the group has lots of magic classes maybe it's possible to burst down a cleric. Or if you don't actually use any skill that triggers their remove shock (very difficult as classes like ranger have a chance of stunning with each attack - you would need a very organised group for this.) Or maybe an aethertech can remove Impervious Veil / Spirit Substitution / Bodyguard with their Drillbore skill.

There's mulitple solutions to this problem

1. Find a very good leader who can actively call when to switch targets e.g, when a cleric casts Impervious Veil they would call to switch target to "2". And when the cleric cancels Impervious Veil they can call to get back on "1".

2. Recruit only people you know are perceptive in PvP meaning people who actually look at what skills their target is casting. Rather than mindlessly attacking a target despite their shields.

3. Recruit an aethertech.
